What I've seen is there are two basic types. Permanent and temporary.

Portals can be detected, and there is a large black market for them
the portals are predicted and the signalers would advise local smugglers

You have a container with a spirit in it that can react to opening portals but the reliability depends on the rank of the spirit, its highly illegal and considered inhumane.
